Income Receipts From The Rest Of The World
The banks swapped debt for equity, and the telephone operators acquired the right to run the phone company for a management fee. To ensure that Argentine consumers benefit, the government built specific performance criteria and additional capital investment requirements into the deal. Consists of compensation paid to foreign residents, income payments on assets to the rest of the world , and reinvested earnings on foreign direct investment in the United States. I want to believe that there’s something to be done—that foreign governments or institutions or refugees like myself could somehow help the women back home.

The UN could ban all Taliban leaders from traveling; Twitter could cut off access to the official Taliban accounts as well as those operated by anyone lobbying on the Taliban’s behalf. Additional humanitarian aid could be provided on the condition that women are allowed to work, go to secondary school, and participate in politics. Governments and nonprofit groups could help women’s-rights activists by providing financial support and political backing.

Venezuela’s foreign-trade policies, some of which date back to 1960, illustrate the complexities, idiosyncrasies, and antitrade biases of the more extreme approaches toward import substitution adopted by Latin American and African countries. In fact, the government project has been a failure from the beginning. The government located the plant in the wrong place—closer to the source of raw materials than to the markets—and built a poorly ventilated building that is inappropriate to Tanzania’s tropical climate.

For example, you would ask for three shades of brown corduroy and receive only black. Then you might receive a bit of red corduroy or other colors that had not even appeared in the mill’s catalog. You would specify Grade A and receive Grade B. Finally, you would order 6,000 meters per month and receive only 2,500 meters. Already the United States has begun to move in the direction of a hemispheric free-trade zone with the announcement of an Enterprise for the Americas initiative. The proposal identifies three ways in which Latin America and North America could cooperate for closer economic ties. First, the Bush administration indicated a willingness to enter into trade agreements with individual nations or regional subgroups, with the eventual idea of a hemispheric trade bloc. Second, the administration stated its intention to seek to reduce the loan burdens on some of Latin America’s most heavily indebted nations. And third, the administration proposed the creation of a multilateral fund to promote structural reforms, privatization, and other measures to expand production in Latin America.
At the same time, new institutions are emerging to reduce the noncommercial risk of multinational ventures. For example, the Multilateral Investment Guarantee Agency was established in 1988 by the World Bank group to help developing countries attract foreign investment. MIGA’s guarantee program is designed to protect investors against losses that arise from the noncommercial risks of currency transfer, expropriation, war and civil disturbance, and investment-related breach of contract by the host government. MIGA has already guaranteed investments by Freeport McMoran Copper Company in Indonesia, Placer Dome Inc. and International Mariculture Partners in Chile, and General Electric in Hungary.
